COVID-19 Residential Provider Rate Increase and Retainer Payment PPT 5-4-20

DSHS has released the slides from their COVID-19 Residential Provider Rate Increase and Retainer Payment webinar held Monday, May 4th.  You can find these slides here.  The rate increase, as well as the retainer payment, are funded from the HCBS enhanced FMAP.  DSHS has cautioned that these slides may not be updated with the most current information or instructions.  Please refer to the Dear Provider letter and Management Bulletins that were released.  You can find the most up to date versions of the Management Bulletins here – https://fortress.wa.gov/dshs/adsaapps/Professional/MB/Default.aspx?year=2020.  Please refer to MB# H20-037 and H20-036.

For ALFs, use service code SA031,U1 to authorize an additional rate of $9.31/Day.

Rate Add-On

The rate increase service code has been authorized for each day that your resident also had an authorization for personal care going back to March 1st.  This service code will also be authorized going forward for each day that your resident  has an authorization for personal care.

Retainer Payment

To claim the pandemic-related retainer payment, you will need to have it authorized by your case manager.  This retainer payment will cover 70% of the current daily rate, excluding the new COVID-19 related rate increase amount.  This retainer payment is retroactive to March 1st and will continue until June 30, 2020.  You must not claim the retainer payment for any day that you provide service to your residents.  Retainer payments may be authorized for a maximum of 30 days.  After 30 days you will need to provide at least 24 hours of care to your resident before another 30 days may be authorized.

Bed Hold and Social Leave

For hospitalizations or short stays in skilled nursing facilities, for reasons other than the two listed in this MB, use the existing bed hold policy and rates.

If the client is temporarily staying with family, consider requesting social leave which can be authorized for up to 18 days and extended through a local ETR as needed.

Any claims submitted up to 5:00pm Tuesday, May 5th will be reflected on your RA generated this Friday, May 8th.  Claims submitted after 5:00 pm Tuesday, May 5th will be reflected on your RA generated Friday, May 15th.
