ALTSA has issued the following amended management bulletin – Amended Adult Day Retainer Payments H20-073

This amendment extends the retainer payments until March 30, 2021.  The limit for these retainer payments is 3 authorizations of 30 days for a total of 90 days per client.

HCS is currently working with CMS to extend their appendix K waivers that allow these retainer payments for a period following the Public Health Emergency.  If that is successful, these could then be extended for longer than the 90 day limit.  Specific to ADH/ADC, HCS recognizes that they are an important service in the provider network and they will continue to seek extension of flexibilities from CMS that will help this network continue to provide services during the pandemic and to have access to retainer payments.
