CMS Announces Cultural Competence / Person-Centered Care Rule Expected This Spring

At the CMS Quality Conference, CMS announced a forthcoming proposed rule for all provider types related to cultural competence and person-centered care.

Centers for Medicare & Medicaid Services (CMS) announced a forthcoming rule on culturally competent and person-centered care during the 2023 virtual CMS Quality Conference. The proposed rule, expected this spring, would apply to all provider types, including long-term care, and would revise Conditions of Participation / Requirements of Participation / Conditions of Coverage to cover the following areas:

  • Governance
  • Resident Rights (nondiscrimination and accessibility)
  • Clinical quality standards
  • Quality Assessment and Performance Improvement
  • Staff training
  • Care planning and discharge planning

CMS attributed the rule to the Administration’s focus on improving health equity in our healthcare system. LeadingAge is working to obtain more details and will keep members updated on this developing situation.
