Under limited supervision, the Health Services Administrator conducts the affairs of the Health Center in accordance with federal, state and local standards, laws and ordinances; manages and controls the functions of the health services programs to provide quality services with in budgetary boundaries.  Provides care in accordance with the philosophy of “person-directed care.” As a representative and team member of Wesley, this position is expected to present oneself in a manner that reflects professionalism and ensures resident satisfaction.
 

ESSENTIAL FUNCTIONS:
The following duties are normal for this position.  These are not exclusive or all-inclusive.  Other duties may be required and assigned.

RESIDENT CARE AND QUALITY OF LIFE:

o Exercises ethical and sound leadership decision, delegates responsibility to appropriate staff in order to carry out the work of the facility, and holds department heads accountable for the performance of their respective departments.
o Ensures that nursing services are planned, implemented, and evaluated to maximize resident quality of life and quality of care with the integration of resident rights with all aspects of resident care.
o Ensures that the facility complies with applicable federal, state, and local standards and regulations and that resident and staff information is made available only according to the state or federal regulations.
o Coordinates the development and evaluation with the health care team of resident care goals and policies in order to assure that adequate resources, environments, and services are provided to residents, meeting regularly with health care team to assure highest practicable care is being delivered.
o Ensures residents dignity and right to privacy and that residents are free from sexual abuse, physical abuse, mental abuse, corporal punishment, exploitation, neglect and involuntary seclusion.
o Ensures that personnel are present in number and ability to attain or maintain the highest practicable level of physical, mental, and psychosocial well-being for each resident that meets the state and federal regulations.
o Coordinates the development and dissemination of written personnel policies and procedures to assure procedures are followed in recruitment, hiring, employment and termination of staff and are in compliance with governmental entities, laws and regulations.
 

FINANCE:
o Assist with the development and management of annual operating and capital budgets to effectively utilize fiscal resources.
o Authorizes purchases of supplies and equipment; reviews and approve invoices.
o Reviews monthly resident statements and receivables for accuracy.
o Engages in aging accounts tracking, bad debt management strategies and collection efforts.
o Participate in the development and implementation of financial policies and procedures, and systems to monitor financial performance (examples: accounts payable/receivable, resident trust).
o Track census of various units.
o Assist with payer mix and admission decisions, to ensure adequate revenue.
o Negotiate, interpret, and implement financial aspects of contractual agreements (for example, managed care, vendor, and consultative services).
o Ensure protection of facility assets (for example, risk management).
o Ensure training and education of team members regarding financial management. 
o Establishes and maintains safety rules and procedures that incorporate federal regulations and OSHA requirements to ensure employee health and safety.
o Evaluates, coordinates and implements the budget training each department head to adhere to the budget ensuring conformance with standards of quality care.
o Develops, implements, and evaluates fire, emergency and disaster plans to protect the safety and welfare of residents, staff, and property.
o Observes, monitors, and evaluates outcomes of all the facility programs, policies and procedures to ensure effectiveness and to fulfill administrative responsibility and professional responsibility.
o Perform other duties as assigned.
 

HUMAN RESOURCES:
o Facilitate the process of communication between management and team members (for example, coaching, positive feedback and mentoring).
o Supervise Health Services team members, including instructing, assigning and reviewing work, planning, maintaining standards, coordinating activities, allocating personnel, acting on team member issues, selecting new team members, and recommending/approving transfers/promotions, discipline, termination, and salary increases; promotes team member development and motivation; oversees a program for orientation and training, writes performance appraisals, interprets personnel policies and practices.
o Develop, implement and monitor recruiting efforts, development, evaluation, and retention programs to provide quality resident care (for example, recognition programs, job satisfaction surveys).
o Ensure that human resources programs are planned, implemented, and evaluated to meet resident and staff cultural diversity needs.
o Ensure the development and implementation of team member health and safety programs to provide a safe work environment (for example, risk management, OSAH, wellness programs).
PHYSICAL ENVIRONMENT AND ATMOSPHERE:
o Ensure that a system for maintaining and improving building, grounds and equipment is planned, implemented and evaluated.
o Ensure that the community provides a clean, attractive and home-like environment for residents, team members, and guests.
o Ensure the planning, implementation, and evaluation of an emergency programs that protects the safety and welfare of residents, guests and team members.
o Ensure the integration of resident rights with all aspects of the community environment.
o Ensure a comprehensive preventative maintenance program for Health Center equipment is developed and implemented. 

QUALIFICATIONS/REQUIREMENTS

Education Background
• A four-year baccalaureate degree from an accredited college, Master’s degree preferred
 
• Licensure, Registration, Certification
o Current Washington Nursing Home Administrator License with current First Aide and CPR card.

  • • Special Training/Skills
    o Excellent written and oral communication and motivational skills.
    o Ability to creatively problem-solve in both resident care and employee management situations. Individual must be a team player, well organized and flexible.
    o Experience with budget, staff development and training.
  • Work Experience
    o A minimum of five years of experience in a geriatric setting and five years of experience in a direct supervisory position.
