Washington Relay is a 24-hour service that allows individuals who are deaf, hard of hearing, deaf-blind or are speech disabled to communicate freely with family, friends and businesses over the telephone. Included in those services is Captioned Telephone, which allows users to listen while reading word-for-word captions of what’s said to them throughout their phone conversation.
